Born into a family of Industrialists. He graduated from high school, then enrolled at Saint Petersburg State University, graduating in 2011. Graduate of the law faculty. Master's degree in law. Master's thesis defended at the Department of Theory and history of state and law of Saint Petersburg State University. Thesis: "The Crisis of the classic models of legal and social of the state in the era of globalization." Entered in top ten the best graduates of Saint Petersburg State University. In 2016 completed the course "Contract law" Harvard University.

In St. Petersburg work began. He was the chief lawyer in the holding company Jewellery factory "ALFA", and was assistant Honorary of the Republic of Senegal Nikolai earnings. Was one of initiators of creation of the Russian Foundation of Peter Carl Fabergé, the founder of which was made by the famous jeweler great-granddaughter Tatiana Fabergé. Jewelry Holding "ALFA" had the exclusive right to produce jewelry in the style of Peter Carl Fabergé, brand "ALFABERGE" due to this Artur Ustinov gained extensive experience of international legal practice. Participated in many international projects, with business partners from Sweden, Finland, Germany. Later, he worked as a lawyer in the subsidiaries of the Group of Gazprom. In 2016 he founded his own consulting company in Saint Petersburg.

Adheres to Patriotic views. Repeatedly he opposed the war in the Donbass. Opposed the St. Isaac's Cathedral, the Russian Orthodox Church.

Made a significant contribution to the development and promotion of jewellery art of Peter Carl Fabergé in Saint Petersburg. In 2013, participated in St. Petersburg International Economic Forum (SPIEF).
